Air conditioners create more "cooling" the hotter the environment.

When testing air conditioners, the hotter the air, the easier it is to remove that heat.For illustrative purposes, imagine an air conditioner advertised at 12,000 BTU's.If that air conditioner is tested at 30°F, it may only put out 2,000 BTU of cooling.However, if we take that same air conditioner and test it at 110°F, it may put out 14,500 BTU's.The reason for this is the transfer of heat into the refrigerant is much easier at 110°F than at 30°F.

With this knowledge in mind, you can understand that when a manufacturer tests their machine at 95°F, for an indoor application, that's an unrealistic testing point.Most people do not consider 95°F a reasonable indoor temperature.This is done to inflate the cooling capacity of a machine for the purpose of sales.The industry standard testing temperature is 80°F and 50% Relative Humidity.

The second way manufacturers increase their cooling capacity is to increase the humidity of the testing environment.Air conditioners naturally de-humidify.While the BTU's used to the dehumidify the air can't be felt in cold air, they're still counted towards the advertised BTU capacity.The higher the humidity, the higher the BTU value of the machine.
